Kage Selection depends on Village Customs?

Is there a set method on reinstating a Kage? Cuz in the Leaf they are elected (like Presidents and Prime Ministers) while in the Cloud it seems to be a Monarchy sort of thing. Third Raikage passed down title to A. Any inputs?

It seems as though they are three ways to elect the Kage:

1. They are chosen by the previous Kage, such as Tobirama to Hiruzen.

2. They are elected because the previous Kage can't make a decision.

3. It's a means of control or monitoring, such as Gaara.

i think it is like that in the cloud because the kage's son just so happens to be the next strongest person but does A have any children?
