Kage lvl should be able to stop 1 TBB

thats quite a high requirement for a kage. Although i'm sure you are hyping up tbb a bit to say kages you've never seen try to do it.

He couldn't do two since he couldn't use markings since he only had one arm

Nope, the only kage ever been able to take a TBB (or multiple) was Hashirama, Minato teleported one away so I guess that's somewhat of a feat, but Hashi was the only one able to pull it off with Raw Power

TBB is legendary attack. 50% kyuubi TBB ripped thru Obito onmyoton which has ninjutsu negating. Nobody is tanking one of those but Tobirama and Minato can teleport them away

They can maybe tank Shukaku or 2 tail TBB but anything else rapes all Kage except Hashi

Suigetsu already tanked a full tbb

Ninjas with susano can easily thank multiply, those with PS can deffinitly get away after the vieuw.

Many like raikage hashi minato and tobirama can deffinitly counter or tank it mu and ohnoki can also jinton it away

I think all Kage lvl ninja should be able to handle a TBB in some way shape or form wether it be by tanking, dodging, reflecting, or redirecting, ect.

Tsunade survives one by summoning Katsuyu to take the hit.

Biju rarely used TBB when they had Jins. How many of the Akatsuki could tank TBB, but they still managed to capture the bijus.
Gaara could probably block a TBB with his sand, or at least have his sand intercept it.
