She is kage level but you cant compare her with sasuke who gains random power ups all the time.If sasuke didnt gain any random power ups for the plot (means no ms no hebi sasuke) sakura would beat him neg diff.Sasuke is just the luckiest ninja ever(in gaining random power ups.)Oro wasnt healthy.Itachi let him win.Even after he gain his MS ;a kunoichi (Mei) stomped him(zetsu saved him).Ohnoki stomped him(tobi saved him.)Danzo didnt use KA on Sasuke.While kakashi was killing sasuke sakura interfered.Naruto didnt go to the sage mode and soloed him in 10 seconds.Hashirama didnt kill him.Madara gave him more than ample time to do something but he was useless.Itachi saved his ass against DSM Kabuto.He got 1 v 4ed by killer bee but he didnt kill them for the plot.His ass was saved by sakura and obito even with his hagoromo powers while naruto keep himself in 1 v 1 against the god of the shinobi.Even with all his random power ups he would get beaten neg diff by double ms kakashi so he is nerfed.
Now where are all those fans out there that said Sasuke was solo king?

How many kage level shinobi you can name who can heal the WHOLE SA?Sakura is not a 1 v 1 type.
