My opinion is Guy but now it depends on the environment. Land fill with sand Gara got the advantage. But when ever Guy fight it's suck and boring. He should fight like Rock Lee

I'm pretty sure Guy would smash Gaara's face in, let's be serious. He's soooo fast, anyone with incredible speed like him could take Gaara, because he's slow & once you get past the sand, there's not much of a possibility you'd lose. (Lee's case was a little plot related and different, plus Guy >>>> Lee obvi)

gai already stated taijutsu will not work even if his tai is stronger than lee's. his best option is afternoon tiger. if that fails hes ****ed.
