1. mizukage (boil release: skilled mist tecnique and everybody melts immediately even gaara's sand because this jutsu melted susanoo)
2. raikage (nobody can keep up with or see him which means he beats everybody except mizukage because he is dead immediately because of her jutsu)
3. tsunade (is a senju which gives her incredible abilities. also great strength, high chakra levels, high intelligence, and great healing prowess and is capable of healing herself constantly. also capable of powerful summoning.)
4. tsuschikage (has dust element but we dont really know how powerful it is. he is also very old which will hurt him like it did in 3rd hokage vs oro. in his prime i would pick him to win.)
5. gaara (a lot of sand. lets face it he was beaten by one akatsuki member who outsmarted him. the four other kage would do the same. they also have more experience and all around abilities than gaara. to me the gaara at beginning of shippuden was undeserving of kage level and really should have only been elite jonin. gaara in recent manga however is deserving of kage level because he showed for the first time that he could beat elite ninja and showed kage level power. however that does not make him any better than the other kage. in my opinion minimal experience will be his downfall in this battle.)
what the hell ?! that is the worst order ive ever seen !
1. mizukage has to stand still to use her elements since they come out of her mouth, which gives her an instant death from Tsuschikage's dust element.
2. Raikage and Tsuschikage is a tough call.
3. Tsunade Is Weak as F**k compared to the other kages. she is not stronger than any of them, which gives her an instant defeat.
4. The Tsuschikage may be old but none the less he is still one of the strongest/if not is the strongest, and you must be out of your mind to say that Tsunade is stronger.
5.Gaara is the second weakest kage, and is very young and has not been kage for as long as the others.
you really need to rethink that order.
