Wasn't the Shadow Clone Jutsu supposed to be a forbidden technique that Naruto learned from the scroll of sealing?

Multiple Shadow Clone Technique was considered to be a dangerous technique, but I guess it's alright as long as you can use it. 8 gates are forbidden as well, but Gai and Lee still use it.
As for normal Shadow Clone Technique, it's not forbidden.
Now it is a genin or even an academy level technique. That's what happens to a technique when Naruto masters it so easily, the difficulty rating drops.
Taiju-kage bunshin no justu was the forbidden one. Normal shadow clone was allowed.

Quantity or numbers. The more Shadow Clones that appear, they more chakra that is divided between each of them, which physical exhaust or could kill the user.
Then Naruto is the master cuz he can make a mast majority of clones first then repeat again with more without dying
From my understanding forbidden techniques are only forbidden to a certain extent. For instance shadow clone jutsu will probably only be forbidden at the academy because everyone that is a Jonin or above knows how to do it. Edo Tensei for sure is forbidden no matter rank. They just kind of use the term forbidden to much. I'm sure there is a ranking system to forbidden jutsu.

Forbidden or Kinjutsu is just unwritten rule that carries no legal consequences. It mostly looked down upon or unethical because:
1. Techniques that cause harm to the user themselves, which the mere use of is both highly useful as well as detrimental to the user.
2. Techniques that violate the laws of nature
3. Certain techniques that are known to cause massive collateral damage, such as the total destruction of a village and end with the death of everyone in it, thus the great moral ramifications of its potential lead many to labelling it as a forbidden technique

It's not an academy level technique, just because Boruto and Naruto can use it. Most of the other genn/students can't. They don't have the reserves.
