Tobi is not Kagami. Why? He was a character who was shown in 1 chapter, and never even spoke a word. The ONLY reason people even make Tobi theories about this guy is because they know his name and he is an Uchiha. And then they come up with WONDERFUL fanfictions about how he got to be evil, his connection to Madara, and all of this crazy stuff. But the fact of the matter is that he is a character who has NEVER said a word, was NEVER spoken about by ANY ninja ever (no hype AT ALL), has NOT been developed or affected the plot AT ALL, and the only panels he's been in he has been sitting down. Honestly, Kagami being Tobi theories have started to get more annoying to me than Obito being Tobi theories, and that is REALLY hard to beat.

It won't be Kagami because Kagami isn't a shock to the readers and it would be poor writing on Kishi's part. Kagami hasn't even been established much in the manga. It's like making the secretive main villain turn out to be the grocery store clerk from abt 200 chapters ago. It's not really exciting.

Kagami doesn't even really have a motive to be Tobi anyway. Most of his "history" is just speculation and rumors from people, i.e. people saying he is the father of Tobi.

The person most likely to be Tobi is Fugaku Uchiha, for the reasons that:
Since Naruto's dad had an important role to play in Konoha, Sasukes should too.
Itachi noted that Fugaku AND Mikoto were both noted to be missing during the Nine-Tails Attack on Konoha around the same time Minato fought "Tobi".
Fugaku has a motive to be Tobi.
Fugaku, being the leader of the Uchiha Clan, also knows Kakashi and Gai.

It's a far shot, but it the best theory to me so far... Kagami isn't relevant in the story anymore. Obito is dead and wouldve been only about 14 at the time of fighting on the level of Minato and controlling the Kyuubi (highly unlikely). Tobi being Zetsu is just boring. And Izuna would probably make sense, but EVERYONE expects that.

Kishi's been known to troll I mean who knows, this could end up being Kagami and it can be just like what happened in the new avatar series: Legend of Korra.

For those of you who have watched it when I say what they did with Amon you'll understand my refrance, to those who havn't I won't ruin it for you if anybody cares. I think I left it vauge enough for you guys but anyway.

It could end up being like that kind of deal as a troll but  I've stopped caring about figuring out who Tobi is based on theories connections and what not, I'll just let everything take me by surprise when it happens.

Ahh! I haven't thought of him being fugaku. Nice idea. I still think that kagami being irrelevant in the story and totally forgotten helps create tobis character since he always says he's no one. Thanks for actually posting something instead of just telling me no. for most the part I know my ideas have holes in them I haven't thoroughly thought it out just thought of a basic structure that can maybe be possible in this fictional story

I personally don't think it's Fugaku, you know, because we saw him die and all...and also Tobi helped Itachi with the massacre, so it couldn't have been Fugaku...and when Itachi killed Fugaku, Fugaku clearly made it known that he was on the side of the Uchiha coup, when Tobi as we know was against the Uchiha...and I'm pretty sure Itachi would have been able to figure out that his dad was the one he killed the clan with...so yeah. Fugaku is not the best idea. Izuna is the best. The reason everyone expects Izuna is because Izuna is the most likely! Duh. People seem to be making crazy theories that make no sense JUST because they don't like that 1 theory is better and more likely than all others.

Thanks for your opinion and sorry..
Haha, it's not your fault. I was never this annoyed by this theory when it came out. It's just gotten as ridiculous as Obito theories, and after the latest manga releases, the Obito theory now makes more sense than this one!

I must say this is not the best example. To begin with, in the Legend of Korra, there was NOBODY that Amon could have been. He was without a doubt going to be an unknown character. Tobi however, is most likely a character we have seen before. Motives match up, timelines, etc. So Amon's identity was in reality not really a troll move. It was just how fast they made it known and the ending of the series that was trolly.

But considering that Tobi is most likely someone we know, then we have to eliminate characters like Kagami who we don't know anything about and doesn't affect the plot.
