Sure he is. But he is also very skilled and smart. He was already at the skill level of Kakashi, and that was before he absorbed Orochimarus cells.

He was at kakashis level in part 1 just so thats cleared up once and for all he was nowhere near kakashi in part two once he had MS and had improved so much now he may be slightly stronger then kakashi but simply because of the edo tensei
