I do believe Kabuto surpassed Orochhimaru and Tobirama in controlling Edo tensei just like how Naruto surpasses Jiraiya in Sage Mode meaning ever student surpassed his teacher at one point now what i am getting at this is Kabuto was able to controlling Madara the strongest shinobi alive and at the same time control Kage level shinobi's or above.

Just needed to say that.

Um i jus dont really see how u can improve on the tech besides the number of edos u use plus he did not control madara he let him roam free and tobirama seeing the downside of this jutsu he labeled it forbidden and left it alone i bet he could easily do the same if he wanted to

If I may, you place Muu in third place while the Second Mizukage was 12... didn't they kill each other?

And third raikage was able to go head to head with Hachibi, shouldn't he be above the non-perfect jinchuriki's?

Gaara was the only one to detect Muu and to be able to find the real Mizukage through the Illusions so as far as we know, they're both as hard to find.

Naruto KM was useless against him :| he had to go and use the Raikage's own weapon to beat him :| tell me how the other Jinchuriki's would do that.If Km speed wasn't enough, he needed the SM speed combined with the enhanced reflex and danger perception to increase his reaction time and reflex, than had to strike to right spot at the right time and only could think of that thanks to intels that only the Hachibi knew ._.
