I remember is one Naruto chapter way back that jiraiya remarked Kabutos skills were comparable to those of Kakashi Hatake. but I am having difficulty finding where in the manga he said that if you could send me a link to the page or tell me what page number it is I will +rep you afterwards:)

Well i guess jiraya said something hmmmmmmm the SAME POWER but he didn't say the Same Power Level or skills
