Who is stronger? I think it's Kabuto just because of the Kages,Itachi,Seven swords men.. Tobi doesn't have his six paths of pain because they are edos so they are used against them and the jinchurikis dont have rinnegan and sharingan because Tobi gave them. Kabuto and Tobi goes all out. NO MADARA.

Kabuto doesn't have Madara in his control, Madara will break free and kill Kabuto if he will need to fight against Tobi who's his comrade, so no Madara for Kabuto.

Tobi can warp Kabuto in 1 sec or stop Edo Tensei with Sharingan.
