Tobi's Paths are Kabuto's Edo's, can't he change their will at anytime?

Even if he can't, Edo Madarashirama, Edo Nagato, Edo Itachi, Edo Kages, way too much for Tobi.

Plus Kabuto has shown that he knows to avoid genjutsu, probably lied about how to stop Edo Tensei, as after that he said it can't be stopped, and probably knows a lot about Tobi, i.e. his intangible time limit and such
