Intel: Manga. The Villages are prepared for some sort of large scale attack
Restrictions: none whatsoever, except Edo Madara*
Mindset: In character
Users of the Sealing Jutsu in the villages will be on standby

(Assume all Edos act to Kabuto's wishes without him having to monitor that grid of his)

*Scenario 3: Kabuto can summon Edo Madara who will absolutely participate with Kabuto, but only once the other Edos have been incapacitated or removed from Kabuto's power
