Bee wins more times than not simply because he has what it takes to counter most of Kabuto's abilities. Manda 2, Muki Tensei, Kidomaro webs, Jirobo, and Kimimaro are mostly non-factors here. Bee has too much destructive capacity for someone like Kabuto, and can always counter most of Kabuto's attacks with Raiton swords and/or Samehada.

Kabuto takes this both scenarios, with the first one being mid/high diff and the second one being mid diff.

If B manages to enter his Tailed Beast state, Kabuto'd have to retreat. But I don't see B surviving Hakugeki + Chakra Scalpel.

Kabuto wins both scenarios. In the first, he can enter it, unless you have completely restricted it. Regardless, Manda 2 ensures the win. Bee's point blank Flash Dama was blown away by a bunch of water. It lacks potency like that of nine-tails as far as I can tell. With his reflexes, Kabuto should be able to dodge it. Remember, there are far too many places in the manga, where characters reacted and used techniques when TBB was being charged or already launched. Orochimaru and Hashirama would be ones who reacted, and used techniques.

In the second scenario, point blank white Rage and Inorganic transmigration ends him. Simple. If manda is brought into the situation, it's over for him.
