None of the hokages are under Orochimaru's control. Orochimaru needed to use Hashi's DNA to -PARALYZE- Tobirama, but that is a whole world away from -CONTROLLING- them.

Even then, Oro could not -PARALYZE- Hashirama so he is nowhere near -CONTROLLING- him.

all of them are under his will. they know damn well he can take full control whenever he wants as he explained to them in 619. if they arent bound by ET then they ahve no reason to ask what oro is going to do in 627. who cares what he thinks? just leave. oh. unless they cant without his say so.
