Kabuto could have defeated Itachi and Sasuke if he wasn't trying to use Itachi as a pawn again and not try to have Sasuke on his side.

kabuto goal was to reseal itachi back in his army and he wasn't trying to kill sasuke

hell for most of the fight he just dodged and countered sasuke while heading for itachi
