If you think about it he was the one who resurrected madara we don't who if madara had alternative methods of reviving himself apart from Nagato, and to top it of he haxxed him beyond belief. Kabuto most likely didnt know tobi and madara were scheming together and it all worked out better for tobi and madara. I know he resurrected him to gain Tobis trust but he messed up there
