Obito nor Madara can control the Juubi on there own they need each other, they even where saying that its steadily becoming more difficult to control it. so take out eaither one to make it 1 v 1 the Juubi could turn on Obito/Madara and just rampage the field.

Because of this I believe Kabuto is still the strongest shinobi to have lived.

I hate when ppl say that just because he has other ppl's power doesnt mean that its not his he obtained it so its his now. If you want to go by that satemaent then Itachi is weak, Donzo is weak Saskue is weak Naruto is weak every Jinchuuriki is weak, Kakashi is weak.
He he obtained the others power making them his. Hes powerful but 1 idk maybe 3 or 4
