Kabuto is laughing because Sasuke appeared, he is only in the war to get Sasuke. Isn't it obvious? The snake looks at sasuke and kabuto can see through it's eyes so he see's sasuke.

that be so but i think kabuto thinks he can beat itachi and sasuke, he might can i can way to see what the hell is o funny, anybody else in naruto would be pissing in there pants to see itacci and sasuke

Of course he thinks he can beat them, he wouldn't be laughing if he didn't. He would go "hahahahaha HAHAHAHA- oh crap, how will I beat them?"
