Technically Kabuto only told Tobi how to end it, so if he lied it would have no effect on Itachi as Itachi is using Genjutsu to get his way.

As for why Tobi can control the old Jinchuriki, well thats because he's using the rods like Nagato did with his paths of pain.

Of course he lied to Tobi about ending the Edo. He never told Itachi he would end it, Itachi is going to try to force him to do it via genjutsu. If they cant end Edo Tensei of course they will try to kill him, what else can they do??????
