When Izangi occurs, the Sharingan loses it's vision, but more importantly,

It loses 3 tomoe.

Sasuke's Rinnegan loses 3 Tomoe everytime he uses it.

Each time is like Izangi, but the reality warp has to do with location and time more so than ones self.


Finally, why hasn't Madara, Nagato, Obito demonstrated Izanagi with Rinnegan? It's because their Rinnegan has no tomoe to lose.

Then he had to move twice.. once to stick his sword inside of madara and the other to teleport away from him.

here he has 2 times 3 tomoes again.. are you sure kishi isn't just making mistakes while drawing cause i see no logical pattern in the de/regeneration pattern.

you can see 1 tomoe regenerated, after that there is alot of talking/thinking and then he used izanagi* to move madara into position between him and naruto(which would take 2 rings of tomoe).. (this makes me feel like he can not actually perceive what he is doing whilest he is doing it but rather has to plan it in advance.)
then on page 14

you can see that he has no tomoes left to use, as he used all of it to move madara into place.

there quite some time has gone by (you can see from how far the sealing has gone over madara's body) and he has regenerated 2 rings of tomoe


So, the rules to his jutsu are i think:
1: target must be close enough.
2: he needs 1 ring of tomoe for every time he uses izanagi*
3: when he uses izanagi* multiple times in one move, he can not perceive what he is doing.
4: he needs to be in physical contact with whatever he wants to move.

*: i think it is izanagi, it could be something different though.
