Kabuto has oro powers, summoning, sage, and edo's (madara and all)
Tobi has sharingan, rinnegan, jinchiki paths, and basically 5 tailed beast, plus demonic stautue..

i think this goes to kabuto cause i really dont know is tobi can seal unless the demonic statue can seal people.
