Kabuto can fly

Maybe soar.... but please explain how exactly altering his body can make him fly? Excuse me for the lack of understanding, but I never saw water fly.

Kabuto already fly when he escaped Kakashi from the hospital.

I think that he can with Muki Tensei, but it's not really "flying".
