With the loss of Orochimaru's chakra kabuto's chakra took a dip but with the dna inside him kabuto still has the potential to go sage mode.The only thing that changed was his base chakra level dropped.The DNA is still inside him and the dna is what lets him use sage mode.The manga provides the evidence and is backed up by juugo's comment.If anyone still wants to argue in the face of facts go ahead.This however does not matter because kabuto will not use these powers for evil anymore.His specific requirements for getting out of izanami is to truly change.Once he is out his demeanor and attitude will be changed for the better.He will eventually be redeemed a precursor to a decision sasuke must make eventually as well.

It means all the powers are there but his edo count would be reduced to a few instead of a dozen.The many justu he had are still there but the excessive amount he can display one after another will be reduced because if he is to use sage mode the output of energy provided by juugo's DNA will have to go into maintaining it.

Finaly someone who believes it as well that Kabuto still has DSM, the sound and taka powers and his other jutsus (exept Oro's). Its all in the manga after all, but quite some people still cant believe it.

Once Kabuto gets out of Izanami, he will be stronger.
He will have found his true self and that will outdo whatever power he had from Oro's chakra.

Juugo doesnt need Oro's chakra to go sennin mode. Kabuto does not either. Oro couldnt even become a perfect sage btw and not to forget, Kabuto has Karin her Uzumaki chakra, so he has plenty tools to go Sage mode again, without Oro's powers.
