LOL it was Shisui's signature move.No one wouldve feared KA or wanted shisui's eyes that much if they only provided one mind**** in ten years.
Read the wiki page.Nowhere does it say that KA requires a 10 year cooldown for Shisui.Hence,its safe to assume that Shisui could spam KA.
Quoting the wiki "If transplanted into a non-Uchiha, this dōjutsu would require around a decade before it can use this technique again"
Saying Shisui can't spam KA would be like saying Obito can use kamui every ten years or itachi can use the tsukiyomi every ten years only.
That's all IMO.
