There is an interval that k11 can easily exploit. Deva is not invincible and is very limited. Konoha 11 with their diverse skills and teamwork take this.

Kinda depends on the mindset imo. If they're bloodlusted, CST rapes. If they're not, they might be able to exploit the 5 second interval and defeat Deva before he uses CST.
In any case, once Deva uses CST, it's over. Hell, the ST he used on the 3 toads should be enough.
