That he was an Akatsuki yet not known for his sword techniques implies that Juzo simply scales really high.

With their base techniques of Hidden Mist and Silent Killing being mostly the same, the gives Juzo the upper hand.

However, if that is not enough to completely nullify their reliance on techniques, then Raiga emerges as a hard counter. His blades would simply slice through any attack from Juzo and the man himself.

Based on Raiga getting some mention during the 4th War, I think he himself scales high enough in stats to allow their styles to decide the match. So I give the win to Raiga, but it will be tough.
