doesn't that mean that every time his body transforms it's just his own imperfect sage mode.? Because he is unable to control the force of nature absorption and he cannot balance it with his own chakara.
Also Orochimaru used Juugo's enzyme fluid to form his curse mark jutsu, to find a suitable body for absorbing nature energy, because he ultimately wanted to transfer bodies with a body that could essentially become a sage, since his own body could not.
So I think that Juugo is an unintentional imperfect sage.

Does it make a difference? For being an imperfect Sage, he sure is a waste in battle. I have yet to see him win anything despite all the hype he had just before they freed him.

I personally don't care much about Jugo. Suigetsu WTF pwned him in their latest chapter.

It's Sage juice shooting in and out of his system. He's unable to control it. Not much of an ability if you ask me.

hes not able to control it but he can direct his anger and craziness at someone. remember there was something about sasuke and kimimaru that calms him down and helps him somewhat control/direct his "wild side"

juugo couldn't control the power of nature correctly so he is not a sage only three people and the toad and some snake and the rest are the sage of six path, naruto, jiraiya, and kabuto.

Juugo seem to be able to control his transformation just fine. we saw several times him purposely choosing what to transform. It was the whole mental angle that was the issue.
