I'm pretty sure the black orbs surrounding Juubito represent each tailed beast in it's complete collection. In total there are seven visible black chakra orbs, leaving out two orbs that would represent the Kyuubi and the Hachibi.

This, I'm hypothesizing, is delaying any further transformation of Juubito, which is probably why he isn't receiving two Rinnegans.
