Its most likely that Jins of the Juubi can access its full power without needing to bond with it.

-Obito and Madara were able to access the full power the Juubi (Its full power at the time) by connecting themselves to its body.
-Immediately after becoming its Jin, he can utilize chakra arms. (If he's even in control right now) Naruto and B had to play chakra tug of war with their Bijuu in order to be able to do such things.
