I'm here to talk about Obito, the Juubi's Jinchuriki...

It was once stated that the Juubi hadn't a mind of its own/conscience...

But now that it is in Obito, it might influence him, it will be able to talk and think now that it's in a "human" body.

Naruto wasn't himself when he went past 4 tails cloak... He had to work hard to be able to use the nine tails power... I'm not sure if Obito is able to control da monster

That man in that pic clearly ain't obito in mind, when Obito spoke in the chapter, he spoke as a third person does, He has no feelings or anything the normal obito would rant about reality, have a couple of rin flashbacks and bash minato for becoming who obito is.
