look at the page closer,in the right panel tobirama looked like he was ripped like any edo,yet hashirama's destroyed body looked like a destroyed mokuton clone,like the one madara destroyed.

basically what i'm saying juubito might only killed a clone of hashirama,and fodderised the real tobirama.
