Im pretty sure they can. Madara was the Jinchuuriki who had almost complete Juubi inside him, but keep in mind that Jinchuuriki is stronger than Bijuu without a host.

They sealed within them, bruh. The only way you can control the juubi is become its jin or control it with mokuton. I highly doubt sasuke has mokuton...
