Yes and it will. However the Juubi won't be as powerful as it should be because it won't have all it's chakra. It got a small percentage of chakra from the Hachibi(one tail's worth) and will be getting the chakra that the Kinkaku brothers absorbed from the Nine-tails, and that will mean that Madara has all the beasts' chakra that he will need to revive the Juubi.

So yes it can and will happen. Reason is because the author doesn't wanna kill the main character and Killa-B.
