It is Rikudou's failsafe in the event the Juubi revives. And pretty soon he himself will appear inside Naruto's subconscious.

It has yet to be revealed why but I suspect the other Bijuus carried a part of his Chakra to be given to Naruto

Maybe he interacted with shukaku when he fught with Gaara without even realizing it. But if Naruto's going to get to Rikudo level then I'm sure it will be explained. BTW Rikudo look like a Badass
