Wouldnt yagura be a perfect target for juubi since yagura is the representative?

Idk just some more thoughts on why juubi is out there

I also thnk bloody mist and akatsuki name stained to crime is juubis doing
Going from small to big
Aka small country to whole world

Its like the 9 tailed beasts are locked up in humans, and the humans can talk in the tailed beast personality
Why not tobi be that one to exibit the juubis personality in "human form"

However, of course were talkng humans, than I would say Madara would the perfect and if not, closes representation of the Juubi due to strong hatred.
