I think its because the sage and his brother split the juubis powers, what do think?

Rikodou Sennin only sealed the BODY within himself, thus six tomoe disappeared, while his brother sealed the MIND within himself and took the other three tomore. This could be why the Juubi is being capable of being sealed so easily.

Or it could be that the sage's brother got the juubi's body and eventually sealed it into the moon, while the So6P got the chakra and split it into nine pieces.
