To activate Tsuki no Me, Obito said that he needed to reflect his sharingan off of the Juubi's eye onto the moon, so he released the Juubi for that purpose.

He released it just how Killer Bee can transform into the eight tails. He needs it so he can reflect the Juubi's eye against the moon to activate Infinite Tsukinomi.

Gyuuki clearly said that Obito sealed the Juubi before it was able to reach its final transformation so don't be surprised.

Personally I think this is the perfect opportunity for it to reach its Final Transformation as foreshadowed long ago.
