I believe First Scenario could go either way but I lean more towards Hinata, yes Hinata high diff

How Could TS Neji at the begining of part 2 win against Current Hinata ?

Because current Hinata is no different from Pein arc Hinata. Even if there was it's not a noticeable one.

Feats wise she isn't even better than the Neji that fought kidomaru back in part 1, Her databook stats are lower than the Neji that fought kidomaru also.

Current hinata should be stronger than part 1 Neji but kishi has ignored her and the 3 years she spent training had very little if any results at all besides her coming up with a featless Lion fist jutsu.

Sure he has trained a lot.

I guess Hinata being able to save Neji one time and Hashi's statement make her at least as fast as Part 2 kazekage arc Neji.
Both had air palms and 64 palms attack. Hinata has advantage of Air palm wall and Lion shaped fists although while Neji has Kaiten.

I believe Hinata could beat that Nejii or at least put up really hard battle making one win by high diff at the least.

Well she was against one of Juubi's minions which was not such weak. Sure by that manga standard it was weak but I don't see begining of part 2 Neji wining against it...

The Juubi clones that hinata fought are pretty weak, Even by normal standards. The small Juubi clones were getting low diffed by k11 Members who are merely ranked Chunin.

I'd suggest going back and read the Kidomaru vs Neji battle, Neji's feats in that battle are superior to current hinata's.
