Yes. You never have to relearn a jutsu.

You only need to learn it once.

 

[Alternative]

An easier way to put it would be that you learn the jutsu, not your bios. However, some jutsu cannot be learnt unless you have a certain bio, for example you can't learn Sharingan techniques unless you have an Uchiha, Kakashi or Danzo bio since they're the only people who can have a Sharingan. The same applies for all KG abilities.
