It's dumb unless you say it in a cool way.
Example why it's dumb:
Someone has you in a Trap and you yell out the Jutsu you're using to counter it and they counter that Jutsu, why did you yell it out in the first place?

Example why it's cool:
Someone could be running at you with the intent to kill and when they almost touch you, you whisper, "Shinra Tensei!"

But besides that, I think it's 'cause we need to know the Jutsu.

maybe because part of activating the jutsu, has to to with calling out its name? or maybe since they are ninja it is an honorable way of letting your enemy know how you are going to kill him/her.

I always thought it was something to do with Japanese culture or something. I notice in a lot of anime they have to have a name for their attacks or swords, and make sure they say it. Probably just a dramatic thing or something. Kamaya maya wave! You're right it does kind of give away your attack. I wish just once a ninja would say like "FIRE STORM RAGE" and then use like a lighting attack and everyone would be like.....wow....he lied!

1. Used to catch your opponent off guard. If you heard Bruce Lee scream, you were dead.
2. Dramatic effect. How was pain rising above the village and yell in Shinra Tensei not epic?
3. Teamwork, if you yelled to your squad " I'll attack now" you would probably rock up. So you yell the jutsu name and they can assist you.
4. The ability, most ninjas jutsu come from family lines. So basically you are telling the opponent the jutsu of your family before killing them
