Ok so I have a question If I trained in Raiton and I have mastered up to B rank jutsu but a new jutsu appears in the anime and its a C rank do I have to go back to the C ranks and learn the jutsu or Just continue with the B ranks?

You carry on till S-ranks, then you go through all the AACT's that were added and once you've done them, you have mastered the element.
So if any other jutsus are added for that element after you've mastered it, you get it auto.

The A.A.C.T jutsu are kept separate at first, however if your still training in the element ( any rank ) you do in fact have to learn them. However if you've mastered the element previously and they add in the new A.A.C.T jutsu you get them auto.
