Right now , I am confused if Kishimoto would make kiba hokage because it has been foreshadowed.

If kiba become hokage,

All animals would live in proper conditions

He would be a great politic leader

He is useful at assasination missions and infiltration. In addition, he fought Tobi before.

Him surviving in the war against Juubi makes him high s-rank

No way he'll be high S-rank. He literally only showed off naruto's genin clone justu and attempted to attack a few juubi clone fodders before leaving the manga's attention.

On a side note, the SA along with him would've been already crushed by the god tree, madara and juubito if not for Naruto and the Kages.
