I saw these badass sigs on deviant but their style look uncommon.
I need somebody to speculate what the creator did.

Smudging and pen tool work on the background the rest is just lighting work on the first one. With adjustment layers, its not really a difficult piece tbh. There are far more complex smudges around just look at eddy pochy.

The second one is just an every day run of the mill tag with some animation, again not a difficult tag really. The only hard part would be achieving the 3d look it has, other than that its a standard tag.

Hope that helps:)

1st one isn't a hard piece like bb explained.

2nd one however, is all about animation work. First set up the content, then work on the animation via timeline. With the "3d" or most commonly named "RGB split" it's not very hard though, all you need to do is just watch a quick tutorial which can be easily found on YouTube. Just search "how to rgb split on photoshop"

The main component in tags like these are Smudging, that much is simple to see. Smudging are normally some of the more basic things to learn for most people as all it really requires are good brush settings and a idea of how smudging works. The secondary component in this tag is the lighting. Which is also fairly easily done with a quick use of a smooth brush and blender options.
