to stole his opponents chakra. its like saying, we are equals but i need to use the same power as you and steal your chakra to equal you. you were never equal to begin with.

and naruto has the ability to draw in nature energy, sasuke has to steal it from bijus. no biju's around and sasuke loses. if sasuke cant drain naruto's chakra who would arguable in this scenario have more chakra then him, then sasuke loses.
