Read the manga. Minatos reign as hokage has been the only time there has been two kages at once. Tho hiruzen passed the title to minato he still doesn't lose his title and he is second in command as the previous Kage. Read the manga again bro.

Even if Hashirama would let Madara become the Second Hokage, it would not happen. Hashirama would outlive Madara, seeing as the Senju live longer than most clans. They were about the same age as kids, and the only chance Hashirama would die before Madara is if he was in battle and got killed. If Madara was good and helped the Leaf Village (assuming Madara will be good), do you think anyone would be able too kill Hashirama + Madara + Tobirama? No. It would not be happening.
So, too everyone who says "Madara could have became the Second Hokage," you are false. Hashirama would not die in battle with Madara and Tobirama watching his back, he would outlive Madara, and Tobirama would still become the Second Hokage.

They weren't holding the hokage POSITION at the same time. They were just two hokages (one previous and one current) alive at that time.
If you mean Hashirama could have baton passed the title to Madara, yes.
Read the manga. Both were hokage minato was above hiruzen as the 4th hokage but hiruzen was still hokage and held the title. Just not in commad of the village.
He could have easily passed the title on to Madara if he wanted too
