And no, you can't cast Genjutsu on people who don't have chakra networks to manipulate.

Ok so if not everyone has chakra how are they all under IT now? The whole world is under the genjutsu.
And it was never specifically stated that she only targeted people with chakra with her genjutsu. (oh and animals are under IT as well, who don't all have chakra)

Also yes, he shared his chakra, but he had to give it to them or they had to be born by chakra bearers, and there's no way he could have met so many people in such a short time.

So either he didn't give everyone chakra yet at the time and they were still controlled, or there are currently people under IT without chakra because as you said; not everyone has chakra.
