It was when Hashirama (Ashura's reincarnation) touched Madara (Indra's reincarnation). Maybe since their powers came together it called upon Hagoromo.

But you also know well that Madara has the same chakra as Hagoromo which means the Juubi.

It's cause Madara has both of the chakra of Ashura and Indra.
