kishimoto drew the characters in the manga. and from what i know the characters are his own creation.

the people behind the anime will never be able to represent kishis characters in the same way that kishi can.

however, that said.. i'm sure even i could have drawn naruto better than they drew him in that anime shot. i noticed it too!

No shit sherlock it will not be copy paste and this panel in particular was not drawn in a good way in the manga so yeah in the anime its ok to be like that

What do you mean 'copyright issues' ? Kishi allows them to produce Naruto so they should be able to produce it in the same way how it was in Manga.
