This might be a dumb question, but I've been curious as to why Minato was made into the fourth Hokage when the third Hokage was still alive? Maybe I overlooked it in the manga.

Yeah the only reason why he's still Tsuchikage is because he's too stubborn to give up his position even if someone was stronger than him. He's still pretty powerful though nonetheless.

Tsuchikage is too stubborn to retire, Hiruzen was a more mellow type and wanted a chance to sit back and be old, and let the younger generation do its thing.

I do not believe there was anyone capable at that time. Suspicion was cast upon the Uchiha clan a la 9-tails, .... any other Shinobi would cause disdain from the other clans. One shinobi needed to appear, above repraoch with the skills and accolades to match.... The Sannin were scattered to the winds, I believe, so.... Old man had to come out of retirement. Its all Politics.
